Looks like Hair Bear (from the Bunch), which is rally just Scooby Doo with a fro.

An amazingly little known cartoon...discovered when I was little through the now defunct USA Cartoon Express.
i used a hair bears lunchbox and thermos for my first three years of whittaker.i liked the one with the fisherman hat.
learn how to spell your elementary school...p-mot.
